On January 29, the 2026 Work Conference of Sinoma Intelligent Technology and the 6th Session of the 3rd Employee Congress were held in Ningbo. Liu Renyue, Executive Vice President of Sinoma International and Chairman of Sinoma Intelligent Technology, He Xiaolong, Vice President of Sinoma International and Chairman of the Equipment Group, and Yuan Chao, Assistant to the President of Sinoma International, Director of the Office, and Director of Sinoma Intelligent Technology, attended the meeting. Xu Yaping, Party Secretary and General Manager of Sinoma Intelligent Technology, delivered a speech titled “Focusing on Strategic Deepening, Tackling Digital and Intelligent Innovation, and Writing a New Chapter of Smart Manufacturing with High Spirits.” The meeting was chaired by Ni Jian, Executive Deputy General Manager of the company.
Liu Renyue fully affirmed the remarkable achievements made by Zhongcai Zhike. He pointed out that the company’s organizational structure and governance system have continued to improve, and integrated management of Nanjing Zhike and Chengdu Zhike has been successfully achieved. The company has also achieved significant results in developing its business strategies and product lines, successfully undertaking several key projects including the Group’s construction safety management platform, the “Three Systems” initiative, and the implementation of OA systems. To date, the company has delivered a total of 43 smart factory projects, and projects such as the intelligent operation and maintenance solution for Iraq’s DCC and the oil-to-electricity conversion initiative have effectively empowered related business segments. The company continues to make strong strides in technological innovation, maintaining a consistently high level of R&D investment and accumulating extensive proprietary intellectual property rights in key areas such as industrial AI, intelligent operation and maintenance, and large-model applications. Overseas expansion is steadily advancing, with digital intelligence businesses successfully implemented in multiple countries including Saudi Arabia, Iraq, and South Korea, creating benchmark projects of demonstrative value and achieving tangible value realization.
Looking ahead to the 15th Five-Year Plan, Liu Renyue put forward five core requirements: First, strengthen Party building leadership, transforming the Party’s political and organizational strengths into strategic determination, synergistic execution power, and team combat effectiveness. Second, adhere strictly to value-based principles, driving a shift in mindset from “providing technology” to “creating value,” and transitioning from being merely a “project deliverer” to a “co-creator of value.” Third, firmly embrace product-oriented thinking, promoting a systematic upgrade of capability development—from “project customization” to a “product-plus-platform” ecosystem, building cross-business and cross-organizational shared platforms, and fostering a platform-based economy. Fourth, build an open ecosystem—internally striving to set an example of collaboration, and externally daring to make forward-looking strategic deployments. Fifth, forge an elite execution force by establishing an efficient operational system and cultivating a versatile talent pool that is “technically proficient, business-savvy, willing to take responsibility, and capable of winning.” He emphasized that empowerment is not just about transformation and innovation—it’s about the future itself. It requires courage and wisdom, dedicated doers and innovators, long-term vision and broad-mindedness. All cadres and employees must uphold the strategic patience of “achievements need not be mine” and the sense of responsibility of “my contribution is essential to success,” focusing on long-term value and tackling tasks that are “difficult yet right.”
He Xiaolong emphasized the need to thoroughly implement the Group’s “15th Five-Year Plan” philosophy of “New Coordinates, New Thinking, New Growth,” with a particular focus on four key “new growth” areas: driving growth through technological innovation, advancing the high-end development of industrial chains, transforming industrial structures and business models, and tapping into blue-ocean markets. By leveraging data-driven approaches, we will help Sinoma International achieve business transformation and upgrading, expand both domestic and international markets with our robust technological capabilities, and strive for solid breakthroughs in scientific research, innovation, and digitalization efforts in non-cement industries.
Yuan Chao emphasized that we must clearly define our development positioning and pursue growth with digital thinking and an international perspective. We need to optimize organizational and talent allocation, establish a multi-dimensional evaluation system tailored to business development, and focus on capacity building as the core, constructing a “1+2+N” digital framework. We should benchmark against industry leaders across multiple dimensions, deepen industry collaboration, and build core competitive advantages.
In his report, Xu Yaping pointed out that the 14th Five-Year Plan period marks the first five-year phase in which the country embarks on a new journey toward fully building a modern socialist country. It is also a critical period for Sinoma Intelligent Technology, during which the company has undergone strategic restructuring, redefined its positioning, and achieved breakthroughs in its transformation. Guided consistently by Sinoma International’s “1236” strategy, the company has steadily advanced various reform and transformation initiatives, successfully transitioning from a traditional engineering service provider to a modern digital and intelligent enterprise. By 2025, the company will deepen its market presence, optimize its strategic layout, and build a new ecosystem for the digital intelligence industry. It will uphold the bottom line of engineering quality, laying a solid foundation for sustainable development; promote lean management across all areas to enhance management efficiency and effectiveness; focus on cutting-edge technologies and drive high-quality development through innovation; strengthen risk prevention and control measures to proactively identify and address various safety and compliance risks; consolidate efforts to build a strong talent pool and cultivate a professional cadre team; and deepen Party leadership, fostering deep integration between Party building and business operations, thereby rallying the entire workforce into a powerful synergy for achieving success.
The report provides a comprehensive analysis of the current situation and challenges, clearly defines the overall approach and business objectives for 2026, and places particular emphasis on five key areas of focus: First, focusing on “value creation” and setting firm targets for market growth; second, focusing on “steady optimization” and deepening the implementation of our digital strategy; third, focusing on “innovation-driven development” and building a breakthrough matrix of core competencies; fourth, focusing on “precise management and control” to establish an efficient operational system; and fifth, focusing on “Party leadership” to solidify the political foundation for high-quality development.
Ni Jian delivered a concluding speech at the meeting and put forward three key requirements for implementing the spirit of the meeting: First, thoroughly study and deeply understand the guiding principles behind the speeches delivered by various leaders at the meeting, gain a profound grasp of the company’s development strategy and work priorities for 2026, and align our thinking and actions with the company’s strategic decisions and deployments. Second, in light of the meeting’s arrangements, further refine the work plans to ensure that all tasks are carried out smoothly and efficiently. Third, fully leverage the role of Party organizations as fighting fortresses and the exemplary and leading role of Party members, thereby promoting the deep integration of Party building work with business operations.
The conference honored the advanced collectives, commendation collectives, advanced project departments, commendation project departments, and outstanding employees that made outstanding contributions in 2025, as well as representatives who received awards for technological advancement, outstanding intellectual property achievements, and technological innovation.
At the meeting, Xu Yaping, representing the company, signed the 2026 Annual Target Responsibility Letter, the Safety Production Responsibility Letter, and the Energy Conservation, Carbon Reduction, and Ecological Environmental Protection Responsibility Letter with the heads of various departments.
This meeting also served as the 6th session of the 3rd Congress of Employee Representatives of the company. After careful deliberation, the delegates adopted the company’s work report and the “Draft Resolution of the 6th Session of the 3rd Congress of Employee Representatives.”
