The draft of the group standard "Specification for Review and Audit of Construction Project Design Budget Estimates", compiled by Nanjing Kaishi, has successfully passed the review.


  On March 11, 2023, the review meeting for the submitted draft of the Group Standard "Code for Review and Preparation of Project Design Estimates" (hereinafter referred to as the "Code") of the China Engineering Cost Association (hereinafter referred to as CECA) was held at Nanjing Kaisen.

  Wang Zhonghe, Secretary-General of CECA, Yu Yuehua, Chief Auditor of China National Building Material Co., Ltd. (CNBM), Gao Aiguo, Party Secretary and General Manager of Nanjing Kaisen, and nearly 30 experts with rich professional knowledge and practical experience from some provincial and industry cost associations, construction units, design institutes, cost consulting firms, and construction enterprises across the country jointly participated in the discussion. The meeting was held in a hybrid online and offline format. The meeting was chaired by Director Shu Yu of CECA.

  Since the 'Code' was approved for project initiation in September 2021, after research, discussion, and initial draft writing by the main and participating drafting units and experts, the draft for comments was completed in June 2022 and publicly solicited opinions from society. The drafting group sorted out and studied the 182 opinions received and formed the submitted draft in July 2022. During the submission process, CECA organized several discussions and put forward specific revision suggestions, and fully communicated and exchanged with the drafting units, continuously revising and perfecting the submitted draft, laying the foundation for the review work of the 'Code'.

  The invited experts made full preparations after receiving the submitted draft and conducted pre-meeting reviews from the perspectives of comprehensiveness, rigor, professionalism, compliance, and operability of the Code. During the review meeting, the drafting group first reported on the milestones, main structure, drafting basis, revision content, drafting achievements, and next steps for the 'Code's' compilation. Based on the actual situation of project design estimate review and preparation work and the requirements of relevant systems, combined with their practical experience, the experts put forward constructive opinions and suggestions on the professionalism and rigor of terms and definitions, the comprehensiveness and operability of content, the coordination with relevant normative documents and standards, the compliance of format, and the logicality and fluency of language. The discussion at the meeting was lively, with participating experts and representatives actively speaking and offering suggestions, laying a good foundation for better completing the revision of this Code. After careful review, the expert group affirmed the drafting achievements of the 'Code', and the submitted draft passed the review.

  At the meeting, Secretary-General Wang Zhonghe elaborated on the significant importance of the Code as a fundamental data system platform from the dual perspectives of engineering cost reform and digital transformation. He stated that at this group standard 'Code' submitted draft review meeting, the experts fully expressed their thoughts around the meeting's theme, and the meeting yielded significant results. He requested the drafting team to complete the approval draft with high quality and high standards, incorporating the spirit of this meeting, and hoped that all units would fully support the prompt implementation and execution of the 'Code', with a view to guiding the consulting outcomes of project design estimates by various engineering cost consulting units and registered cost engineers, improving the quality of engineering cost consulting outcomes, and contributing to jointly promoting industry progress and fostering its healthy and sustainable development.

  Yu Yuehua, Chief Auditor of China National Building Material Co., Ltd. (CNBM), first expressed gratitude to CECA for entrusting CNBM with the drafting work of the 'Code'. She pointed out that the company's leadership highly values the front-end management and back-end closed-loop work of project investments and has repeatedly requested the completion of this drafting work with guaranteed quality and quantity. She believes that the drafting work will further enhance CNBM's capabilities in basic management of engineering construction. CNBM is a leading enterprise in China's building materials industry and the world's largest system integration service provider for cement technology and equipment engineering. Nanjing Kaisen, a key enterprise under its engineering services sector and the lead drafting unit for the 'Code', attaches great importance to the drafting work. Company leaders personally deployed the plan, and the lead drafting unit actively promoted it, completing the results of the submitted draft. This meeting provided a valuable opportunity for learning and exchange. The participating experts came from various units such as cost associations, construction units, and design institutes, covering multiple industries and fields. She sincerely hoped that the experts would provide more guidance and assistance in CNBM's future full-process management of engineering projects.

  Gao Aiguo, on behalf of Nanjing Kaisen, expressed gratitude to all attending leaders and experts for their meticulous preparation and diligent work. The revision of the Code holds extremely important significance for both CNBM and Nanjing Kaisen. It provides institutional assurance for controlling investment risks of construction projects and ensuring expected project investment returns. The future implementation of the Code will effectively empower the improvement of project basic management levels and enhancement of investment efficiency. Nanjing Kaisen is currently implementing digital transformation initiatives. The 'Code' has laid a solid foundation for digitalizing engineering costs. Nanjing Kaisen will incorporate the valuable opinions put forward by the review experts to promote the drafting group in completing high-quality outcome documents for the Code.
